During my visits to Charlottetown, when our paths crossed, whether on a street or at some event, Billy always had his welcoming smile coupled with a friendly comment. In the 1960's, we shared good times as teammates on the Saints and Sandy's Royals. The sad news of his passing reached me here in Saint John from numerous Island sources, each carrying a memorable comment about Billy's life. They triggered wonderful memories of our friendship. Charlottetown and PEI has lost a good one!
My deepest and sincere sympathy to the Mulligan family.

I was very sorry to hear of Billy's passing.
I first met Billy when he was my coach in O'Leary in the early 1960s.I was about 12 years old. And a good one he was, too.
I always enjoyed our chats, whether it was out and about, at the rink, or when he occasionally picked up Willie and Patrick after school in Stratford. ( I was Willie's grade five teacher).
I know how much Billy's grandchildren will miss him. He was a man of great integrity, and I held him in high esteem.
My deepest condolences to his whole family.
It was wonderful watching the video and seeing how his family has grown, and especially that he had a great grand child, Seth.
Sincerely,
Art O'Malley

Dear Georgina , Kelly , Allison and all of Billy’s Family. Please accept our deepest sympathies. Billy was a wonderful kind , funny and caring man. He was always smiling and joking. I can remember going to the house with Mom and Dad , Dad teased Kelly and Billy teased me. He was always the St. Patrick’s Day chauffeur for Mom (Connie) and Georgina. Our son Brent always loved when Billy was on the bench coaching him in hockey, even when he kept sending him out or not opening the door to let him back on the bench , lol. He will be dearly missed. There are a few people who, when they pass on, leave a huge void in the community and within their family. Billy is one of those people. He had a positive impact on the lives of so many people and non more than his family. Deepest sympathy to Georgina, Kelly, Allison, Vince and their families. His love and pride in his grandchildren was remarkable and you couldn't mention one of their names and he would beam.
Only a week and a half ago I had the pleasure of having my last chat with Billy and when he went on his way ..... my thoughts were "what a great guy". He will long be remembered.

Billy MacMillan posted a condolence
Monday, June 28, 2021
Billy Mulligan was always a favourite to watch playing hockey. He had an outstanding work ethic on the ice as he possessed in life too.. I had the privilege of meeting him at a young age. Then, the eye accident that cut short his hockey career happened. His tenacious forechecking hockey playing ability that was similar to a Davie Keon and Henri Richard was over.
Many employees and students have already paid tribute to Billy Mulligan’s teaching and management career. While doing these skills so well, he raised thousands of dollars for volunteer charity networks. He worked tirelessly raising funds for his community projects and excelled at helping out. No one was going to turn him down when asked to help out because he was so well respected due to his own personal commitment of his time and money.
Rest In Peace my friend. You will be missed.
